92 accord steering is whining
Try changing the PS belt. If that doesn't fix it and there is no real mechanical problem, just let it be as long as it is not extremely loud. The car is '92, it is bound to have some issues.
Alot of Chevys have this problem. It is more than likely on its way out, but it will be awhile before it dies.
I am not exactly familiar with how the PS system works, but in general, foam is NEVER a good sign. Usually in a system there is a pump to pump the fluid around to where it is needed and more often than not, the fluid is what acully keeps the pump cool. If the pump is sucking up foam it won't be able to cool it and will cause the pump to burn up.
A good example is a submersible pump such as one to empty a pool. If you remove it from the water it will get extremely hot within minutes and burn up.

Foam usually occurs when you put the wrong fluid in a Honda pump. Noise usually occurs when the belt is loose, the pump is going out, or if you have the wrong fluid in there.
