major tune up didnt work

my 89 teg wont pass smog it just had a major tune up and my emissions levels skyrocketed nox went from 870 to 3320 hydro cardons went up from 103 to 347 and there is a dark water and carbon or oil residue that comes from my muffler kinda feels like Pot Resin really sticky. major tune consisted of new distributor, plugs, wires, cam sensor, crank sensor, throttle body, timing belt, and had the car timed. ams powerfoam to clean the intake and motor, "Gaurantee to pass Smog" fuel treatment, smoke stop ring sealant, injector cleaner and an oil change. muffler, pipes , cat, and headers are all new from may of 08. excuse my french, but What the **** is going on with my car.
I would take off your catalytic converter or test it with a temp gun. You should have around 400 to 600 degrees F. It also will have a higher temp going out then going into it. When you look at the cat and it should have a honey comb inside if you can see though it its bad. I would also make sure you buy a high quality one because some of the cheap ones might work well enough to pass emissions in your area. But it will bring your reading way down. I think of the engine cleaners or the thing your added to the fuel could be a reason why your catalytic converter when bad.
That crappy "guaranteed to pass smog" stuff is what caused your car to run even richer which raised the combustion chamber temp and that's why your readings blew up. Never use that junk. Magic bottle... too good to be true. Might as well pour that 24 hour energy crap along with some magic diet pills in there. And a tornado fuel saver for good measure.
Why did you mention cam and crank sensor along with the distributor? They are one and the same. Also, I wouldn't call that a major tune up. That's a standard tune up. You didn't even change the plugs? Did you check the plug wires?
Do a valve adjustment. Test / replace the O2 sensor. Do a compression test. And give us all your actual readings.
