Fuel Pump Only Getting 7 Volts Of Power
It happens wiring is getting older and so is the pump. I would try bypassing main relay and just use a 30 amp bosh relay
hook it up this way
86 to ground
85 to the old power lead from the main relay that would go to the fuel pump
87a to the fuel pump
30 to fuse box " hook it up were the altenator power lead comeinto the fuse box"
basically cut the old fuel pump wire and tie the end from the main relay to 85, and 87a to the other end going to the pump...
if you do this your fuel pump will get battery voltage all the time...

i also have had fuses look good but only let some voltage threw, and did you check your ground at the main relay. I have had that ground go bad also.
