Default D15b/d15b7 mini me. Will not start.

Okay so about a month ago, I was driving my ed7 when the head seized up and the car died. I am unemployed and living off limited income so I had a buddy of mine swap the head for a d15b VTEC head that I happened to have lying around. He got the head on with a new headgasket and the d15z1 timing belt. However the car will not start. I have spark, I have fuel. We then tested the compression and the numbers are very, very low. One cylinder was as low as 30 psi. He adjusted the valves to try to bump up the compression some and it did. Cylinder 1 being the highest at 90 psi. We also then squirted some oil into some of the cylinders and re-did the test which bumped the numbers up a little bit. However the car will still not start. My mechanic friend that goes to UTI in California is saying that it could be off timing by a couple teeth or so and to slide the timing belt off the cam gear and retard the cam gear a couple teeth then try again. Then if it doesnt get better try advancing the timing. I'm really hoping I can avoid spending the money on piston rings and such due to my financial situation. (can't get a job without a car).

If anyone has any tips, I would be very appreciative. Thank you.

Oh and here's a short video of the car trying to start.

well, your compression tests verify.. you have dead cylinders

1 - the head you put on is bad

2 - the belt jumped a few teeth, and needs to be reset

3 - timing belt jumped teeth and bent valves

check the cam timing.. that will help us out a bit

Check your timing marks. make sure they are right on, and also make sure the timing belt is tight no slack.
