Spark plug heat range questions?

OK, so i live at 6500ft, i have been reading about spark plug heat range and from what I have read, I should step up one heat range, since I am operating over 3000ft? The reason I am asking, I have a 1993 civic SI with a jdm D15B vtec, matching P08 5spd ecu, only mods are 5 zigen 304 catback, and I can smell fuel in the exhaust when I am on it, the plugs are slightly wet fouled(smell like gas). My fuel system is 100% within Honda FSM specs, tested multiple O2 sensors and all are in good working order. FPR is ok, injectors are ok, fuel pump is ok, new fuel filter. No codes, just not burning off all fuel in CC. Ignition is all within specs, tested everything and cant find anything wrong. This makes me lean towards too cold of spark plug. Am I correct in this assumption or am I missing something?

check the vacuum line going from the fuel pressure regulator to the intake mani...make sure there isn't fuel coming from there at all. under vacuum, you might be sucking fuel from there due to a ripped FRP diaphragm.
when the car is running, you can take the line off the intake mani while still connected to the FPR and suck on it a bit to see if fuel comes up.
something else is wrong in my opinion. i don't think the plugs will solve your issue...but that's just me.
