Plenty of sites list parts that are no longer available from Honda.
Just called and my US Honda dealer said it should still be available since it was a standard part. I'm rushed though. On my way to work.

When I bought my hatch, there was water in the spare tire area. Cleaned it out, and haven't had any leak issues since, so I've not been too worried about it, but the water warped the crap out of the cargo cover.
It's not too hard to build a replacement though. I bought a sheet of 4'x4'x1/4" birch from a home improvement store for $15-$20, traced out the old cover, and cut out a new one. Also put a couple of coats of polyurethane on it, so that if I do have a problem with moisture getting in I'm not going to have to build another cargo cover.
I did, however, have access to a table saw. It might be more of a pain to build a new one if you don't have at least a jigsaw available to you.

My floor board was trashed after over a decade of use so I traced it out on some masonite, cut out a couple pieces and fiberglassed them together.
There's supposed to be a lid above that? I just have the carpet, than the board, and then the spare tire/jack/etc.

Do you have a hatch back? If you do...... yes there is supposed to be a lid which sits level with the top of the back seats and extends to bottom of the tailgate glass/top of the trunk.
If you don't have a hatch then there isn't.

If you have a DX then you should have it, if you have a CX then no it does not come with it.
Look at the link I posted on eBay will explain all. Keep in mind you will need the plastic clips which normally does not come with the hatch cover. The plastic clips from the DC ones are the same.
I'm neither military or German.... American and just living and working over here.
CX is lower then the DX and the CX don't even come with the rear windsheild wiper so that is not a surprise. Remember Civic is made to be economical and they make the $$ on options.
