Koni DA won't adjust

Koni DA won't adjust
I have a set of custom 3012's and the compression won't adjust for some reason.
to adjust you have to push in this button at the top of the shock base and then twist the arm. i can push the button in, but the arm won't turn either way.
any help on how to fix this?
