90 crx si "reving" issues

been a long time member on these boards, some of u seen my rex a couple of times.
i drive a 90 crx si, with a ZC stock swap engine. i have been having this engine "reving" issue for the past year, and frankly its getting kinda worse as it goes, and since winter is already here *and i have nothing else to drive*, starting the car in the winter time is getting kinda scary.
here's the verdict:
only upon cold start up, the engine will start up and run, and proceed to rev up on its own and decellorate *spelling* at a frantic speed steady speed.
as the car decides to warm up after a bit, say maybe 10-15mins, the rev reduces from 3500rpm to 1500rpm, and eventually stops and continues to idle at a steady respectable rpm.
i have been told that the IACV is fubared, but i wanna double check with you guys first and see whats going on, i trust u guys more than i would trust our local mech's. they are a joke.

Sounds more like the EACV... take the plate off of it and see if the ceramic piece is backed out towards the plate. If it is turn it back in, and your problem should be fixed. If that don’t work then blame Canada…
I wasn't sure if that is what you meant. That has always fixed the idle issue in the cars I have touched. I always clean the TB as well and check the tension on the throttle cable as well. While I'm in there...
