What year Civic? There are three main relay fuses that should be tested. Also check the ground located on the thermostat housing. It should be clean and tight. Does the CEL remain on when the key is turned to ON(II)? If so, pull the codes.

since you already checked your main relay, 1. check if you're getting power to the pump. 2. check your grounds 3. your ecu. i had the same problem with my car not too long ago and the reason my pump randomly work and randomly didn't was because of my ecu.

What CEL codes blink when you jump the service connector? Or does it still remain on steady.

Main relay fuses are #18, 24, and 31 (hood).

Im not sure if it matters if its bolted up or not, mine hasnt been for a while. But i am also having the same problem as you. Main relay went, i replaced it and the fuel pump wouldnt work. So i hooked it up to a solid 12v source till i fix it. cuz my car is my daily. So im with you looking for an answer..

I had the same problem in my car in my avatar it ended up being the ground connection that runs under the door sill frame came undone when the roll cage was being put in but i also bought the hanes manual at advance and in it, it tells you how you can test to see if there is continuity between everything and also do check to see if you are getting any voltage at the pump its pretty easy as long as you have a tester good luck but check your grounds or you can also take a 12v source n make jumper wires n test your stock pump i ended up putting mine on a switch intil i figured out that it was just my ground
