89 Sedan B16a starter issues
Alright about a week ago i went to start up my sedan and smelled an electrical burning smell, similar to an electric motor frying. When i went to turn the car over nothing happened. I assumed it was a starter issue. Removed the starter and applied direct power to it and it spun fine. To be sure I took it to a rebuild shop where they took it apart and assured me the motor was fine. Placed it back in and was able to get the car to start after the battery charged for a good half hour and pumping the gas quite a bit. Turns out the fuel pressure regulator was leaking bad enough that there was basically no fuel pressure at start up. Now I replaced the fuel pressure regulator, turn the key and nothing happens.
Now this is where I got lost, thinking it may need a charge I swapped batteries with my 93 hatch but it did the same thing. Everything else electrical works properly as it should, but when the key is turned nothing happens. The fuses are all fine. Could the ignition switch have burnt out, or is there some sort of solenoid or motor in the circuit that could have went? Any help is appreciated, im tired of driving my hatch.

The car sat until after christmas when i was gonna attempt to push start it to get it back from school. Jumped the battery and just to be sure tried to start it before pushing it through an icy parking lot....and the car started up just fine.
When i got it home it sat until last week with me starting it once every week or two with no problems. Over spring break i started driving it again. I had no starting issues until i got off of work. With the key in the on position i had power to all the accessories as i should, but when i went to start it i heard a feint click and then nothing. Removed the key and tried it again and the car started up but struggled to run on its own for a second or two. Once it idled i shut it off only to have the same thing happen when i tried to restart it (first try single feight click, second try slight struggle but got to start. I drove it home assuming it could be a weak battery.
The next morning i got up to go to work and go to start it but nothing happens (no crank), swap batteries from my hatch and have the same problem. Since the battery was not the issue i begin to think the starter may have an intermittent issue that the rebuilder was not able to diagnose.
I had an extra starter laying around so i swapped that out a few days later and the car started up perfectly fine 15+ times in a row. After idling for five minutes i turned it off to clean up. After that i went to start it one last time to be sure and i heard a feint click but the motor would not crank. Double checked all my connections to the battery and starter and tried a few more times to no avail with a similar noise each time.
The next morning (today) i went to attempt to start it for ***** and it turns over with out any problems. Now i am completely stumped. The starter ground is fine and the power i traced back to the harness but not into the cabin bc i havent had time yet.
What could be the issue here, where should i look next?
