Steering Rack makes Horrible squeeks!

Alright, so my brother has a 95 4dr civic.. When he first got the car 6 months back ago, it had no problems until it just started making horrible loud squeeky noises. For example, when the car is at stand still (0mph) he would turn the steering wheel all the way left & right and we would hear a loud squeeky noise coming from the steering rack.. But when he is driving in the city its still very noticeable at lower speed. But in the highway or going alittle bit faster, the noise would calm down abit. Im really confused on whats making those crazy squeeks, I already checked the PS fluid and thats okay, and I did however notice on the boot that is on the power steering rack is ripped. And I looked inside of the ripped boot and I saw a metal linkage which looked fine. And also I forgot to mention, when the temperature is cold the squeeks are really loud, but if the temperature is warm the squeeks are barely there.. Its really a confusing situation. But I hope someone one here can help or help me on a solution. Alright thanks.
you sure that your belt just isn't loose, cause you saying that it's really loud when cold and quiets up a little when warm makes me think that the belts loose. You sure it's not the belt squeeling?

Its not the steering belt.. I know the sound of that already.. But im not talking about motor temperature, im talking about weather temperature.. And even when the car is off, when I turn the steering wheel, its still squeeks loud.. I just want to know how would I be able to get rid of that noise without replacing the steering rack.. Should I grease the steering rack part where the black rubber boot is ripped?
coming from the steering wheel? its the horn ring, take the steering wheel off (look it up in your workshop manual) and lube the ring.
if its coming from the wheel well, its a bad balljoint.
but if the problem is indeed the rack, well im really not familiar with the power steering rack, but i know a ripped boot is not going to be good for the hydraulic seals of the power rack.

I figured out my problem! On the lower ball joint in the front passenger, theres a metal clip or whatever and its been rubbing against the front lower control arm.. I sprayed some WD40 and kaablam! No more squeeks! Thank you guys!
