Bad booster check valve?

Bad booster check valve?
If a booster check valve was installed backwards or bad would it cause the brakes to lock up even if the pedal is not depressed? I just installed a new motor in my eg and I think the brakes may be locking up. The car surges foward alittle then wants to stop the more I try to give it gas.
