Icon2 Engine & electronic shutoff / stutter issue (weird)

My 98 DC Teg is having some issues. When sitting at stoplights all electric will intermittently shut off (including radio) and the engine will stutter for about 1/4 second... then everything promptly goes back on. It has not been bad enough to completely kill the engine (yet), but has been happening at random times for a week or two now.

I am thinking possibly a bad ground cable? It is odd that electric and engine would experience the issue all at the same time - battery should at least keep the electronics going. Anyone have pointers on anything else I should be checking this weekend?
