Taillight problem?

Default Taillight problem?

So apparently the guy I bought my 95 civic ex from messed with the wiring for my backup light system and I can't figure it out. For some reason he has two wires running from each taillights assembly. A black and a white. I thought they were just stuffed up inside it. The black one runs from under each back up light and idk if they met up or were spliced up to another wire or what. The wirin harness for the taillights assembly has 4 wires. Black red green and white. The red and green power the brake light filaments. The white piers the back ip light. The Black splits two I guess to ground both lights. The black is out of the back up light socketand just hangs loose. Can someone help me figure out this wiring? Pics/diagrams would help.
