1994 Honda Accord not hitting VTEC

Heres the problem:
I have a 1994 honda accord that i bought, the guy before me swapped the stock dx engine with the f22b1 vtec engine. The vtec was wired into the ecu harness, and i got a chipped p28 ecu, fixed the speed sensor, but im still being rev limited to 3500rpm. I noticed that the car has a f22b2 external coil on there, and if im not mistaking is the f22b2 non vtec distributer? could the distributer be the problem? If i were to purchase a f22b1 accord ex distributer would the looser wirings effect ecu readings? Thanks for the help.

That may fix it too since there's a blue wire inside the distributor which is the RPM wire. So try the B1 dizzy and see if it'll fix your problem. F22B1's are internal; not external like the B2.
