No. Those are much too big for a '99 Civic. Stick with 205/40-17, whose outer diameter matches that of the stock tire size.
Also don't forget that, in addition to the possibility of rubbing, oversized tires make your car accelerate slower.
215/45-17 is the size for 2001 and later model Civics, which have larger wheel wells and different gearing to accommodate the larger tires.
On a '99, stick with 205/40-17.

Here, look at the outer diameters calculated from the tire sizes, and you can see for yourself how your current 205/45-16 and 205/40-17 match the stock size on your '99 Civic, but why 215/45-17 is too big (over an inch bigger) and will probably rub:
185/65-14: 23.47" (stock tire size on some '99 Civics)
195/55-15: 23.44" (stock tire size on other '99 Civics)
205/45-16: 23.26"
205/40-17: 23.46"
215/45-17: 24.62"
185/65-14: 23.47" (stock tire size on some '99 Civics)
195/55-15: 23.44" (stock tire size on other '99 Civics)
205/45-16: 23.26"
205/40-17: 23.46"
215/45-17: 24.62"
