Icon6 Need help with rust repair!

ok so i bought a EF off of my little brother, it has the typical rust at the rear 1/4 panel, i want to repair it without welding a new one in b.c i dont know how to weld, and im not trying to spend alot of money. does anybody have any ideas? i dont want to just bondo over it bc i dont want it to come back 6 months down the road, i live on the jersey shore so rust tends to come back fast! let me know if anyone has any methods in fixing this affordably with a descent out come! thanks guys!

Look into Lord Fusor for for applying body panels. I used it on my hatch, it was easy and its super strong.
