Still trying to find out.. the motor was replaced before I bought it, and the F or H number is not stamped on the block... But the car is a 95 Accord EX-R so Im guessing a f22 something and it says Vtec..

You're dealing with two things.
The power curve
VTec

Because of their displacement limitations, Honda's (as do most Japanese cars) develope their power by reving like ^%&$# !!!
Look at it this way:
Torque determines how quickly you accelerate, Horsepower determines how long you accelerate.

At 3k, you're just getting into the more favorable portion of the power curve, thus the kick in the ****. It gets even more lively as the rpm's rise; at which point Vtec kicks in.

Well at least now you know that you have an EX-R not an EX. If I had to guess, I would have to say that you have the stock F22B1 motor. The VTEC in a B1 usually runs in the 2300-3200 rpm range. That would probably be what you are feeling, as P_Adams just explained.

Awsome OK.. I was thinking there was a vacuum leak or something along those lines.. I also found a sticker on the timing belt cover that told me it's a f22b1.. Thanx again for the help...
