I have never seen those extra two circle-shaped holes in the center before. Has it been modified/etc?

Maybe there is a difference between ITR and the non-R tegs?

EDIT: did some more investigating and you were right!
Found out that these were JDM DA and not ITR.
Bought these over 5 years ago from a reputable shop... they said they were ITR's =(
