Best springs?
I just got a 95 integra and i think that the springs that are on there are getting old because my tires scrape everytime i hit a bump, even if its not that big, and my rims and tires are pretty small 195/55/15. What are the best brand springs to get but still in reasonable price?
195/55-15 is the correct (and original) tire size for Integras on 15" wheels.
If your tires scrape, and you have stock wheels, you have much more serious issues than worn out springs (which don't really ever go bad). If you have aftermarket wheels, you probably have the wrong width and/or offset for the car.

Do you have any pics of your riding height? Your shocks might be blown if its bottoming out every time you hit a bump. Or your fender liner could have come loose and is rubbing on your tires, this happened to me and it would rub when i took right turns
You have the wrong offset wheels. Its obvious from the picture. Too low of an offset.
To fix the rubbing, you'll have to roll (and possibly pull) the fenders, or get wheels that fit correctly.
