Does the CEL work?

Do the odometer and tripmeter also fail when the speedo does?

check the speed sensor plug n the sensor itself to see if its corroded if it is spray some pblaster in it let it sit for an hour spray some again and try n see if that fix the problem

if you dont have a check engine light, and the car drives and shifts fine. its the actual speedometer that is messing up.

if the speed sensor was failing, you would throw a CEL and the car would not shift correctly due to the fact the transmission is electronically controlled based on input signals from the TPS and the VSS.

grab a cluster from teh junk yard and set the mileage to your mileage. it is only illegal to change the mileage on a car, when it is being used to misrepresent the mileage the car really has.

you can also have it logged at the dmv saying that you changed out the cluster at so many miles.

Does the CEL work? If so, before you replace the cluster, test the wire running between the VSS and cluster for an open or short. Also check the terminal in the cluster connector for damage.
