Default window/power surge

i got power windows with tint on them in my 90 accord and i was testing all the buttons for the windows and the sunroof i can hear the widow motor working but the actual windows didnt move up or down but an inch but when i hit the switches to go up or down the motor acted like it was gonna shut off is this something that has to be look at professionally or is it due to the windows not working?

based on your description, it sounds like your window regulators went out, either the motors are worn or the cables are binding...you'll have to remove the door panels and take a look at them...
