Default TPS voltage

Bad idle have narrowed it down to TPS. According to the Hanes manual there should be 5V, but I have only 3.4mv. I am going to check for continuity in the wires. Where else should I check? Is there a fuse or anything like that? Any ideas will be greatly appreciated.

Which wire has this reading? Unplug the TPS, key on, engine off. The green wire should have contiuity to ground, the yellow should be 5v. Plug it back in and check the other wire. should be around .4v to .6v with the throttle closed. 4.5v to 5v WOT.
