15" steel rims?
i have seen these on peoples cars in the past, but i keep finding 14" steelies.
are there other cars with 4x100 15" rims with the correct offset I should be looking at? I'm just looking for a winter setup.

For winter tires for a '96 Civic hatchback, you're better off with 14" steelies. There's a nice selection of winter tires in the 14" size you need - 185/60/14 - but none in your 15" size (195/50-15).
i have a set of legend calipers that I will be upgrading to soon, and heard I need a 15" rim to clear this set up. (23t bracket milled down, 10.3 rotor on a CX knuckle with legend caliper and ITR pads)

Okay, that makes sense. However, it would still be a good idea to figure out what size winter tires you'll need before you get the wheels. You have a couple of choices in 185/55-15, including the excellent Michelin X-Ice Xi2. They're a bit pricy but I don't think you have much choice; that's about the best 15" size you'll find in winter tires for a '96 Hatch.
I believe some 2001 and later Civics came with 15" steel wheels, such as the 2004-2005 Civic LX Sedan (you can try finding used ones in the marketplace forums or on eBay; brand new wheels are $54.73 each at Majestic Honda).
