I wouldn't recommend it. Not for street use, anyway. Here's why.

Two 16" tire sizes can be used on your '97-00 Civic: 205/45-16 and 215/45-16. Some tires come in one size, some tires come in the other size, but very few come in both. If your car is lowered, you have reduced clearance in the wheel wells, so you'll want to use a tire that comes in 205/45-16. Otherwise, you'll need to decide what tire you want to use, and see what sizes it comes in.

Why does this matter for wheels? Most 205/45-16 tires should only be used on wheels 6.5-7.5 inches wide; most 215/45-16 tires are only approved for rims 7.0-8.0 inches wide. So if you get 16x8 rims, you will be limiting yourself to 215/45-16 tires only.

For this reason, unless you know that you only want to use 215/45-16 tires 100 percent of the time, you're better off getting 16x7 rims rather than 16x8, to preserve the option of getting tires in either size. Hope that makes sense.
