The smallest tire approved for 15x8 rims is 225/45-15, and it will require rolling of the fenders and removal of wheel well liners for Integras and all but the newest Civics. That can be done for racetrack or autocross use. However, for general street use, if you have an Integra or a 2000 or older Civic, using wheels that wide is a bad idea, because most street tires won't fit (and also because the body modifications are undesirable for a street car).
Asking "what size tire can I get for this size wheel" is half-assed backwards. First decide on your wheel diameter, then decide on what tire size is best for your car, and only then look up to see what wheel widths are approved for the tire size you want to use.
If you have a pre-96 Civic and you want to use 15" wheels, get 195/50-15 tires, which are approved for rims 5.5-7.0 inches wide. If you have an Integra or a '97-00 Civic and you want to use 15" wheels, get either 195/55-15 tires, which are approved for rims 5.5-7.0 inches wide, or 205/50-15 tires, which are approved for rims 5.5-7.5 inches wide. There are lots of excellent street tires in all of these sizes - summer tires, all-season tires, winter tires, etc.
Tires that size are NOT approved for use on 15x8 wheels. That's unsafe and can result in the failure of the tire. Don't do this!
