no vtec no check engine light
Secondary butterflies won't cause VTEC to not work, it just opens up ~5800 on a stock GSR. Normally GSR VTEC engagement point is 4600-4800.
You may want to see if your solenoid is working properly, if you take a positive source of power and hook it up to the positive side of the solenoid, listen to hear a click sound when you touch the power to it. If you do, then your solenoid is working properly.
Have you had VTEC with this motor in the past? Have you removed the cam covers by chance? Were they installed back in correctly?
Make sure also the VTEC solenoid screen is clear of any debris or gunk.
Do you have adequate oil pressure?
Maybe try this?

LOL, because I am that ignorant... the OP did not give any information to go off of so I gave a smart-*** response. Some kids on here have yet to have life experiences with a little play on words called sarcasm. Either way a motor being half a quart low is not enough to make VTEC not work... nice try though.

Ahh see that is where you are wrong child... I never said low oil could not cause VTEC not to work... but being a half quart low is not enough to do it. These motors do not have sensors to see how much oil is in the pan. They go off of oil pressure to activate VTEC. When the oil pressure drops below the preset limit then VTEC will no longer work and half a quart of oil missing is not enough to drop the oil pressure below the threshold... You should stay in school.
Nice trying again though...

and with half a quart gone it will not engage, especialy when you turn it 8 grand of the blink of an eye.. it doesnt give the oil anough time to drain
Just because it was just rebuilt does not mean it was done right. Also internet arguing is funny, it makes me giggle. Also I have had multiple D, B, and H series with VTEC running a half quart low and VTEC still kicks in; what weight oil are you running?
its funny till a point thats all im saying..
yea on a stock motor it might kick in but when it turns up alot faster than stock then no it wont kick in bc most of the oil is still in the head, 15 30 syn

why do you think half a quart is too little of an ammount to cross the threshold you speak of? depending on how much oil is in a given motor, half a quart could be more than enough to fix the problem. Ofcourse, in a perfect world, all motors would have the reccomended ammount of oil 24/7 but that isn't reality and you shouldn't dismiss the possibility that someone might be lacking enough oil so that 1/2 a qt. could be all they need. cheers!
Oh yes good point, this is just assUming that the oil was at a proper level to start with (full). YAY, we are all at the arrival of an agreement. Dang I wish we were still arguing; somebody say something stupid to start it up again.
yeah i let it warm up. i took of the solenoid and there was debris in the filter so i ordered a new one and also ordered a hamp oil filter hopefully this will work. i have had this motor before in my eg and it crossed over fine. but had it rebuilt and put it in my ef and got rid of the eg shell. i am using a different oil filter than usual its the fram tough gruad instead of there basic one that i always used just got this one for the break in. took off the valve cover everything is where it is supposed to be and the wiring is good to. so i am hoping it was cause of the solenoid filter
my shyt is burning major oil, so my oil is ALWAYS low. my vtec still hits no matter wut. On the other hand... @ the shop I have seen where a few customers vtec didn't hit cuz of low oil. (n not extremely low, just slightly) So both cases are known to happen
