Default One minor and one major issue installing inner bumper beam

94 Accord Ex 4 door

I was attempting to install the inner bumper beam for my car, and I had the drivers side in place, but when I went to install the passenger's side, the edge of the bracket hole covered the bolt hole on the body slightly, so I was not able to finish the job. I thought about filing or grinding the edge of the bracket holes, or torching the body and shrinking the metal to move the bolt holes, but I thought I should ask here first. Is there anyway to make an adjustment to make the bracket[s] move so that I can access the bolt hole?

The second issue concerns the torque spec for the inner bumper beam. Helms says it is 16 ft. lbs. That seems low, considering that the thermostat and other sensors are torqued on higher than that. I have a concern that the vibration from normal driving might cause it to loosen. Is that a trustworthy spec, or is it a translation/typo error from Japanese to English?

Was the car perfectly flat maybe the car was tweaked a little bit causing the holes not to line up perfectly?
