88-89 rear bumper vs 90-91 rear bumper

88-89 rear bumper vs 90-91 rear bumper
i have notice that the 88-89 civic hb rear bumper is a bit higher than the 90-91 rear bumper. i can see more of the muffler off the 88-89 civic than the 90-91. am i just seeing things or is this true? if its true, will the 90-91 bumper fit an 89 civic?
