CA doesn't allow jdm motors anymore?
So i went to get my 97 jdm itr motor into my 96 ek bar'd and i have everything to USDM spec. I get to the station and the guy tells me that CA no longer allows jdm engine swaps, they only allow jdm engines as an "engine replacement." So im pretty screwed at this point, has anyone else heard of this?

Entire engines can be replacement parts. As with any other replacement part, the engine must be identical to the original. If the replacement block or engine is obtained without emissions equipment, all the equipment from the original engine must be installed on the replacement block.
If the engine is not identical to the original then it is not a replacement part, instead it is considered an engine change.
Engine changes are a modification that must meet certain requirements to be legal (please see "Engine Changes").
Japanese Replacement Engines
Used engines imported from Japan can be used as replacement engines as long as the engine being used has been identified as functionally identical to the original engine. Please refer to the engine importers catalogue to determine if a replacement engine is legal for installation in your vehicle.
Engine Changes
Engine changes are legal as long as the following requirements are met to ensure that the change does not increase pollution from the vehicle:
* The engine must be the same year or newer than the vehicle.
* The engine must be from the same type of vehicle (passenger car, light-duty truck, heavy-duty truck, etc.) based on gross vehicle weight.
* If the vehicle is a California certified vehicle then the engine must also be a California certified engine.
* All emissions control equipment must remain on the installed engine.
After an engine change, vehicles must first be inspected by a state referee station. The vehicle will be inspected to ensure that all the equipment required is in place, and vehicle will be emissions tested subject to the specifications of the installed engine.

What this means is, if you have an Acura Integra anything, you can get a JDM B18C installed as long as you use all USDM emissions equipment. That is considered a "Japanese replacement" because Acuras in US came with B18Cx in their GSR/ITR models. Since Civics never had B18s in them in the US, you cannot use a JDM engine as a replacement, they will not BAR it. I think you can use a USDM B18xx in a Civic legally. The only JDM B-series motor that is legal for a Civic is a B16A because the 99-00 Civic Sis had B16A2s.

Its illegal to have a modified exhaust here and you NEVER hear or see anyone pulled over for that.
Some of the garages around here see my Honda (or especially my friends MKIV Jetta GLI) and go "Uh, we don't know how to work on foreign cars like that." Its pathetic. My Accord is easier to work on than some of their american cars.

here in indiana, one day i was driving to work, car was all warmed up oil pres. was up, and i hit v-tec 1st thru 3rd ahhh a good way to start the day, but uh oh whats this cop kinda coming up behind me............ chilled out jumped 3rd to 5th to make her quiet, pulled into the gas station he fallowed.......................... got out, he sir come here, okay i said.......... whys your car switch tones between gears..... vtec of course!..... then the question that scared me why do you back fire flames between gears.... answer its just my car being my car....... ......final end no tickets..... we had a big racing scene here. ligit and all.... few people started ****ing around with others cars and it died..... this is northeast indiana middle of no where..... but we dont have any problems. even the late night drifters dont seem to have any problems.....
I got an idea for you, it worked on my buddies car. Go to a machine shop or order them off the net, Get yourself a set of stamps. My buddy had a B16A and we turned it into a
B16A3. passed ref and is all bar'd now. Just make sure that the stamps u get are the same style as the real numbers on the block. I have noticed that a lot of the 3's are different, and also some of the 2s

wow! i never would have thought to tell someone that. props on the idea! i got a few people i talk to in CA i will let them know. they are always looking for ways to bar. all you would have to do is google engine blocks and look very close, im sure you can get a stamp set off ebay or something now.
