Just depends on what kinda exhaust system it is and if it will pass the desiable test and smog on your car my wife's car passed smog with a cat back mugen exhaust system with twinloop rear section
anything that is catback is legal just as long as its not that loud or that big its fine it when you take the cat off that is when it becomes illegal

But seriously a cat-back has nothing to do with emissions, smog levels are not impacted in anyway by a cat-back exhaust. Cat-back refers to the portion of the exhaust system from the outlet of the catalytic converter to the final vent to open air. This generally includes the pipe from the converter to the muffler, the muffler, and the final length of pipe to open air.
The only reason anything after the cat is required, is for local noise level laws, NOT emissions.

It has to be less than 95dB because of noise laws. So what I suggest is that once you buy one, get it tested, keep the paper in your glove compartment, so if cop wants to mess with you and waste your time with your exhaust (whether it be to pull you over or get it tested due to a fix-it ticket) just show the paper that says it's under 95 dB and then the cop will go home crying.

Anything post-catalytic is NOT illegal. But, if it is too noisy, then you must take it off. You can have a "straight pipe" after the cat, and it won't be illegal as long as it passes the noise test. Trust me on this one.

V.C. 27151 No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the motor of such vehicle so that the vehicle is not in compliance with the provisions of Section 27150 or exceeds the noise limits established for the type of vehicle in Article 2.5(commencing with Section 27200) of this chapter. No person shall operate a motor vehicle with an exhaust system so modified.
