Clogged EGR ports or malfunction EGR valve. Try clean the ports and test EGR valve first.

Refer to this http://www.freewebs.com/hondadude/95...5AccordEGR.htm for cleaning the EGR ports.

If the procedure does not resolve the problem, Check EGR valve
If you have a vacuum pump, it will be easy to test the EGR valve.
Disconnect the vacuum hose from EGR valve. Start engine and let it idle at operaiting temperature. Connect the the vacuum pump to EGR valve. When you slowly apply vacuum to EGR valve, the car should start idle badly and going to stall. If not, you will need to change the EGR valve.

If EGR valve is ok, check EGR vacuum control valve and EGR control solenoid valve witch is controlled by ECM.

Thanks for your input, how to do that? Do you mean there's no need to perform cleaning the EGR port and instead perform seafoam feeding, can you elaborate that as you know I'm not an expert, thanks for your input.

Check the vacuum lines to the EGR valve and that every connector is plug back in.
