91' JDM H22A No-start
EDIT: forgot to put "accord" in the title but obviously it's in the accord section so yeah..
Car was off the road for about a month while i put some helicoils in the driver-side mount. Started fine (with a jump) about 2 weeks ago, then sat and tried to start it yesterday. Replaced the battery, then found out oil was in the spark plug holes. Cleaned that out, replaced the plugs, the wires weren't damaged so i cleaned them and re-installed. Car started with new battery but ran like **** because of the oil in the holes prior to me cleaning it now it won't start at all. CEL's are 21 and 41.
Awhile ago i changed ECU's from the PT3 to a chipped P28 with a H22 basemap but it ran fine on the new ECU. Any idea's?
I'm resetting the ECU as we speak to see if that works... and i also tried the PT3, and a virgin P13 to start it, same outcome.. it tries to turn over so it's getting spark but maybe no fuel?.. car ran perfectly fine not even 3 weeks ago.

Pull the engine code and tell us what it's reading. That way we can figure out what your problem is. At the same time you should check to see if you're getting spark and fuel.
It's a silly question, and I'm in no way attempting to insult your intelligence, but I figure someone has to ask:
Are you 100% sure you reinstalled the spark plug wires to the correct posts on the distributor?

Lol.. not a silly question and no offense taken people make this mistake all the time on H-series motors or honda motors period, but to answer your question im certain, new plugs, wires, cap and rotor done today.. car starts but runs rough as ****. Somehow the timing got off???.. Weird. @ TDC the "UP" arrows are about 45 degrees to the left. How could this have happend. Why would it have jumped timing?

Do you still have the stock H22 timing belt self adjusting tensioner? I have no personal experience with them. However, I have read a few threads stating that they can slip/weaken after a while. There are posts here on H-T where people suggest to do the H23/F22 manual tensioner swap on H22s. Just a thought.
Update:
Corrected timing and removed balance shaft belt. It runs ALOT better, but now won't stay running and bogs down/backfires when you step on the gas hard (chipped P28 ECU). I unhooked the neg. terminal and pulled the HAZARD fuse, switched back to the PT3 ECU and it ran alot better almost perfect, still backfires when you step on the gas hard but no bogging. Then the CEL came on.. #41 Oxygen Sensor Heater, and it runs horrible again bogging down won't stay running... i've heard the oxygen sensor heater will cause your car to run bad when it fails.. any ideas? Im soo close.

What program are you using on your chipped ECU? IIRC With some of the tuning software you can disable the O2 heater circuit. Or you could troubleshoot the circuit and find out why the code is being tripped.
