check engine light help
ok so im throwing code 21 which is a vtec solenoid code. so of course i thought vtec solenoid, hooked a 12 volt up to the clip and it clicked took the whole unit off cleaned the filter, checked everything, and that still didnt fix it. tightened up all my oil lines and oil sensor and that still didnt do anything. i reset my ecu and i was still throwing the code. so next i thought wiring which i think it is, what im trying to ask is everytime i reset my ecu, my check engine light stays lit and dosent blink with the 21 code. as soon as i drive and go over 4800 rpms the light comes on blinking code 21. ok so i figured it couldnt be the solenoid or anything hardware wise because how would the ecu know there was even a check engine light on the reset? im figuring its wiring or even maybe something wrong with the ecu. could my ecu be bad? id think after a reset the engine light wouldnt be on untill i went over 4800 then it would start blinking but it stays lit untill the 4800 then starts flashing.
i have a d16y8 in a 96 ex with a chipped p28 and a odb2 to obd1 jumper harness. im thinking it may even be a plug out of place on the jumper harness. does anyone have a diagram for the vtec wires on the jumper harness, or know what i could look at inside the ecu to see if something got fried.

ok update on what ive done... i opened up my ecu and look at all my solders and what do you know, it seems that the connector on spot IC14 isnt even soldered in...
i am able to wiggle it all over the place. not even touching the edges at some places. i just wanted someones opinion on this. and then i came across this also....http://technet.ff-squad.com/how-to/ecu.transcheck/ can someone show me some pics of what there ecu looks liike because id ont think this is right
