just a thought here, but perhaps the fluid is moving from one side of the tank to the other, effecting the floater?

no, theres noithing you can do, this problem is occurs on every civic.
its due to the gas tanks being un baffled, and the gas moves around causing you needle to jump around.

the gas will always move around, moving the floater up and down, cause your guage to go up and down.
