Marmot Thermal does not make a 2.5" catback for the 3rd gen ludes, they make a 2.25" caback.

Sounds like a perfect setup for some Skunk2 Pro2 cams...
Personally I would invest in that before a $1k header.
I would just use a 3" exhaust with a nice muffler of your choice! Maybe look into the HyTech Twin Loop muffler

Guru? She drives a 2.4L 275whp ITB'd Pro3'd Prelude, so I'd say she qualifies. She will suggest an SSR-DTR header, but you can't go wrong with HyTech or SMSP also.

Oh. I gotta increase my posts on PP so i can sell this one when I upgrade then.
So a 3" exhaust... but what good is it without a quality set of headers? One leads to the other... Yes I definitely don't want to be the loudest car so a muffler will be a necessity. As for those pro series cams, I saw some for a few hundred bucks in my area... gotta pick those up and have them installed. I still gotta find a prelude/h22 guru in my area.

What exactly are you doing all this for? Racing? Show? Fun weekend car? Daily driver? What's the goal for the engine?
You say that you're going to mill the head/block .040" and flat-faced valves for higher compression. Why? If you are getting pistons how about ordering the proper pistons to get the compression you want?
All the following stuff is unnecessary. Might look good on a show car that needs a 100+ count mod list to be considered, but functionally speaking it does you nothing. OEM will get you there.

Cams and a quality header/exhaust will do more for your power than 80% of the mods on your list. You can shitcan the fancy fuel rail/pump/regulator if you get some ~400cc injectors and have the engine tuned as soon as it's running.
Use the saved money to buy a nice gearbox with LSD and some good tires.
In terms of protecting your investment I'd suggest a manual timing tensioner (search the FAQs for the how-to). The auto tensioners have a tendancey to let go and bounce valves off piston tops.

Any parts out of an engine that had an oil pump failure are parts you probably don't want in your engine. Bone up and pay for new parts or used from someone reputable willing to compensate if the used parts fail.
