92 Prelude Smoke
I'm looking at this prelude 92 in perfect condition,un molested and all.
Brand new head and valves ( done at a shop ) Smokes white smoke with a SMALL blue tint. and when i say smokes, i mean like GOBS of smoke on startup. But not so bad after a few seconds.
Car runs great, idles good, everything works... compression seemed good when the guy did it.
Could the problem be with the rings still or is there any other problems that would cause this much smoke?

Probably rings or valve seals allowing oil to seep into the combustion chamber. Just a little oil will cause a lot of smoke.
White smoke is water. Most likely the head gasket still. Probably overheated and warped, and they were too lazy or didn't care to machine it.
I would bet they never did anything to it, or they didn't have any idea what they're doing.
Pass.
