What seats will fit a 91 hatch with little to no modification.
Will 91 integras work?
Also for the rears, will 92and up civic work?

The only seats that will be a direct fit will be 90-91 civic hatch seats. 88-89 seats have different mounting points/pans (CRX seats will NOT fit either). The DA seats will fit, but I believe that only 3 of the bolts will line up. Do not redrill into the floor...this is super unsafe. Be patient and find a set of the 90-91 seats...it will save you the headache.

Only 90-91 hatch seats will fit with no modification in your car. If you want to fit other seats properly in your 91 hatch. You will need to do the seat/pan swap.
