IF your ecu is stock vtec will engage at 4400rpm. perhaps its your secondary butterfly's are causing trouble. If you did not wire them they will default to open anyways.
try changing fuel filter.

If the cel is flashing for the knock sensor, vtec won't engage and the engine will run in limp mode. Is the knock sensor even wired to the ecu? What ecu are you running?

An obd1 gsr p72 ecu should still engage vtec even though the knock sensor is not present. The o2 sensor problem your having is more than likely the heated element circuit part of the sensor. But that still would not prevent vtec engaging. Im saying all this based on obd1 p72. you say it starts spluttering at 6000rpm. are you sure your chip is burned with a 4400rpm vtec point. It could be running very lean at vtec point (6000rpm??)
Are you sure the solenoid is getting 12v?
Sufficent oil pressure? (57psi i think)
