sinc you cant test drive shoot him 2k and go from there, make sure you check it out thoroughly before you offer him anything. Clear title etc

1300. with rusted out rockers, and a blown trans. and he doesn't show the dents on the passenger side fender and door.

maybe 1500 if the interior is really nice.
