90 civic won't run

90 civic won't run
My son brought home a 90 civic sedan.It won't start.I can't hear the fuel pump run. We tested the main relay and it is ok,replaced some bad fuses, the main relay cycles but still no fuel. Some said the fuel pump fuse is # 24 but I don't have that # in my box. Do I have to lower the gas tank to check power to the pump or is there a better way? Also this car has sat for a year, but ran when parked-haha.
