Default How would this area of rust be fixed? Expensive?

Hey, I went out to see an Integra today and was confused by this area of rust. To be honest, I don't even know what's happening. It's peeling with rust under it. Is that the paint that cracked?

So that's just the paint right? Can that piece alone be painted and refinished to match to save on the cost of the paint job? (Rather than paint the whole car)

when body shops only paint part of a car, they fade the new paint into the old so any color differences won't be noticeable. they would probably fade half your door and most of the rear quarter.
