Default MAJOR PROBLEM. please help

I just finished rebuilding my EK hatch.

New brakes were installed along with new master cylinder.
Brakes have been bled "the right way" time and time again. atleast 10 times. lines are not leaking at all.

Brakes work normal on the street or highway.
but when goin slow to park or anythin the pedal will just go down to the FLOOR! have to be pumped to come back up.

any ideas what else could be? prop valve?

thanks for the help in advance.

sounds like a vacuum issue. Getting good vacuum at cruising speed (or at least adequate), and then not enough at idle. Is the main brake booster vacuum line connected and tight? (you know, the big *** hose that goes from your master cyl, to the back of the intake mani)

Vacuum is not likely the problem. Vacuum is only needed for the brake booster, which will make pressing the pedal more difficult when not working. I think air is somehow getting into the hydraulic system or the "new" master cylinder is faulty.

make sure that the "check valve" (little white plastic thing separating the 2 hoses) is in, and tight, and going the right direction. It should be right next to the "bracket" that holds the hose, about 5 or 6 inches from the port on the master cyl.
