Default running rich

I have a 91 civic swaped with a b16a
I changed the plugs, wires fuel filter both o2 sensors, cap, rotor, pcv and its still running rich..
there is a gas smell that comes out of the exhaust.
I get roughly 450-500km per tank
anyone know what could be the problem??

the ecu should have a label on it. remove your gold kickplate on the passenger side and look for the label on it.
