Default Why do gaurds have a lip and disadvantages of rolling them?

Hey guys,

I may require guard rolling for these new rims I have bought, they are for my Honda Torneo (CF4 shape, JDM)
My car comes with 15" 55p offset rims.

These new ones are 17x7 40p offset.

Why exactly are the guard lips there and are there any disadvantages to rolling the guards, and do you think I will need to?

Cheers
