yes they are.
but if you have an Ex you have to get the EX ECU or your Vtec won't work.
LX and DX don't have Vtec.

Maybe he has a bad ECU and is junkyard hunting? It's a common problem believe it or not, thanks to Honda grounding the alternator.

Yes, they are all the same.

keep in mind when you get the ECU you will have you get the key reprogram or your car won't start or unless you find a way to by-pass the immobilizer then you are all good(Which is what I am trying to do but I think i will end up taking it to the dealer and getting the key reprogram).

Make sure if you have vtec to get an Ex or Si (MODEL) ecu and if your car is a Dx or Lx then get that ecu and if your car is automatic you have to find a ecu from an automatic same if is manual have to be a manual ecu... if you used an automatic ecu on a manual car the car will work but the check engine light will come on...

what makes the 04-05 ECU different from the 01-03??
they are all the same Engine/same tranny.
the only thing that I am aware off is the keys are laser cut from the 03-05 compare to the
01-02.

o2 sensor's the 01-03 dx, lx, and ex use a narrow band o2 sensor were the 04-05 dx, lx, ex, and the 01-05 hx use a wide band o2 sensor. so the pin out's on the ecu plugs are different

I think there also might be a couple other things that they changed in the harness for the 04-05 but I never looked into since the only thing that concerned me about the 04-05 was trying to use that to do a wideband conversion on a 01-03

here this might help

He can use his original ecu's immo eprom. We did it so. Remove immo eprom from the ex-ecu, then install it to the new ecu.. that's all...
