motor bogs after i put it in vtec and burns oil

Hi, i have a 98 civic w/ an h22a swap and a p13 ecu. the motor bogs with throttle and idles horribly. and backfires when i shift. It's also burning about a quart of oil a week. Help me please. I have no idea what it could be

Any CEL? Check your timing.

Do a compression test and leakdown.
