Jdm b16 electrical problem

Default Jdm b16 electrical problem

I have a problem i hope you guys could fix. I recently got done installing my jdm b16 into my 1991 honda civic. The car is ready to run besides the electrical problem i have. When the car is on or off the max volts are only at 11. When i go to jump the car cause the battery dies so often its only at 12 volts max no matter how long car runs or how charged the battery is. I have tried troubleshooting as much as i can to this point. The car also has new battery,starter, & alternator. I have checked all the fuses,grounds and tried different ecu as well. The car is also throwing up a code 10 and 22. Is it true that if you dont have 14volts v-tec wont kick in? and maybe the reason a 10 is poping up is cause theres not enought electrical current to go to sensor so ecu is throwing up that code? If anybody could help me i would greatly appreciate it. I have had this problem for about 2 months now.
