i don't live in cali, but i would venture to say that a jdm engine, is a jdm engine, sohc or dohc. why not just hit up the local junk yard and pick something up? or even try and find one that doesn't cost 450 bucks. i've seen engines go for way less in the market place.

call your local ref from what i have heard it varies from ref to ref. There was a huge thread about not being able to swap a japanese spec motor and from word of mouth it will be all up to the ref station that you go to. 450 for a motor seems a lot to me especially if it does not have a trans

Replacement Engines
Entire engines can be replacement parts. As with any other replacement part, the engine must be identical to the original. If the replacement block or engine is obtained without emissions equipment, all the equipment from the original engine must be installed on the replacement block. If the engine is not identical to the original then it is not a replacement part, instead it is considered an engine change.Engine changes are a modification that must meet certain requirements to be legal (please see "Engine Changes").

Japanese Replacement Engines
Used engines imported from Japan can be used as replacement engines as long as the engine being used has been identified as functionally identical to the original engine. Please refer to the engine importers catalogue to determine if a replacement engine is legal for installation in your vehicle.

Engine Changes
Engine changes are legal as long as the following requirements are met to ensure that the change does not increase pollution from the vehicle:
  • The engine must be the same year or newer than the vehicle.
  • The engine must be from the same type of vehicle (passenger car, light-duty truck, heavy-duty truck, etc.) based on gross vehicle weight.
  • If the vehicle is a California certified vehicle then the engine must also be a California certified engine.
  • All emissions control equipment must remain on the installed engine.
After an engine change, vehicles must first be inspected by a state referee station. The vehicle will be inspected to ensure that all the equipment required is in place, and vehicle will be emissions tested subject to the specifications of the installed engine.

with that being said no you cant bar a jdm engine unless that jdm engine was offered in your particular vehicle in the USA. there is a difference between a engine change and a replacement engine.

example:
1991 honda civic ex
zc sohc engine would be considered a replacement engine for a d16a6 since it is similar and therefore doesn't need to be bar'd.
d15b vtec is no se puede because it was never offered in a 90-91 civic ex and therefore is NOT a replacement engine and cannot be bar'd in this vehicle since it was never offered in a 90-91 civic ex

so here's a little side question. since a d16z6 came in a 92-95 civic ex, would that motor qualify under the "engine replacement" since the z6 did infact come in an ex body style, just not 90-91. it is from a newer car... just a thought

You can use your intake manifold, you can also stay OBD0 but it's suggested you get distributor and ecu jumpers but that won't slide with the ref.

Jumpers won't work if you're trying to bar it by the way, you need to fully convert it to OBD1
