1.3 drop eibach scraping
The car is a 96 ex, the problem is when I hit medium bumps, or take a hard turn I hear a noise that sounds like the tire scraping inside the wheel well. I think all 4 tires have done this but it mostly happens in the front.
I've had this problem since i first put on my tokico illuminas with eibach pro's, 1.3 drop. The car is aligned. I'm running standard slipstream rota's with 195-50-15.
What do I need to do to fix this?

stiffer springs or a different wheel offset. the pro kit is a very light weight spring set & allows quite a good deal of body roll. this is exactly what you're hearing and feeling. the best option would be a ground control setup on your illuminas with 300F 250R rates. they are a good deal more stiff than what you have now but not so much it's going to give you a race car ride that gets on your nerves when you hit bumps.
interesting. i knew my springs were loose but I never thought that to be a solution. i wanted stiffer springs and was thinking about going with the eibach sportline 1.7. the adjustable ground controls look like a good choice though. I'm not looking for a very stiff spring, but I do want something more than the pro's I have.
the website looked like it only offered 350/250 spring rate.

remember, each time you jack the car up you have to roll it around on the ground to get accurate numbers. you can't just lower the car back down and measure. you need the suspension to settle and the tires to track back out. short around the block drives would be best
That is good advice that i did not know. Starting a sticky would be a good idea. This guy posted some good info http://www.clubcivic.com/board/showthread.php?t=68904
After doing a lot of research, I'm starting to like the h&r sport 1.7/1.5 330f/270r. My current pro's are 290/190. I don't have interest in an adjustable spring but depending on price I might go with ground control. 350f/250r 1.9/1.7" sounds like exactly where I want to be.

are you positive on those rates for the EX and the pro kit? i don't remember them being so stiff. i know the sportlines were up there but the pro kit is usually barely over stock. if you do go GC and get a 350 front, use a 300 rear. lightening up the rear too much just makes the car push even more than usual. if those rates are correct on the H&R sport that might be the way to go since it's ready to go out of the box

I just put in h&r 1.9/1.7 330/270 and im still scraping on medium-hard turns. I don't know if it means anything but the driver side is about 1 3/4 finger gap while the passenger is 1 1/2. Car scrapes on either side depending on the turn. All shocks looked good and were not leaky while installing springs.
I'm thinking about getting my fenders rolled. Im going to double check my illuminas are all set to 5 setting but I dont think that'd make the difference

If its the outside, roll them fenders. If its the inside, consider running a wheel spacer.
For example, mine scraped the inside of the tires, on much stiffer springs, due to me running too high of an offset with my high negative camber alignment setting. Going from a 16x7 +42 to a 16x7 +30 would have solved it for me (I did other things to create the clearance needed instead).
looking at my tires, i think the outside is scraping. my tires are the typical slipstream (maxxim brand) 42 or 45 offset 6.5 width. the wheel looks like it just sits barely behind the fender lip.
I did notice that there's is a metal clip that sticks out underneath the fender for the plastic guard to clip onto. I bent the tab up a bit and my problem got better. I think i found the culprit. I'm going to heat it up and try to bend them both up farther
